A B2B leads service gets you business contacts, or meetings with them, that you did not have before. There are three ways to buy one, and the way you pay tells you what you get:
- Buy a list from a list broker: a one-time file of names, titles, emails and phone numbers, quoted per record. LakeB2B and Exact Data publish no prices; both ask you to request a quote.
- Use a data or prospecting tool: a subscription where you search, verify and export contacts yourself, whenever you need them. Apollo.io starts at $49 a seat a month billed annually, and UpLead at $99 a month for 170 contacts.
- Hire a lead generation agency: a monthly fee for a team that builds the list, runs the outreach and books meetings on your calendar. CIENCE starts at $1,750 per offshore SDR a month plus $2,499 a month in team and platform fees, and SalesRoads lists $11,950 per four weeks for one SDR.
Every price on this page was read on the vendor's own site on October 30, 2026. Buy a list for a one-off campaign you can verify first. Use a tool when someone on your team will run the outreach. Hire an agency when you have budget for meetings and no one to prospect.
The three ways compared
| Buy a list | Data or prospecting tool | Lead generation agency | |
|---|---|---|---|
| What you get | A file of contacts | Search, contacts and verification on demand | Booked meetings, plus the outreach behind them |
| How you pay | Per record, usually once | A monthly or annual plan, often with credits | A monthly fee per SDR, a retainer or a fee per meeting |
| Published prices, October 30, 2026 | Mostly quote only (LakeB2B, Exact Data) | Apollo.io from $49 a seat a month; Cleanlist AI from $49 a seat a month; UpLead from $99 a month; ZoomInfo by quote | CIENCE from $4,249 a month for one offshore SDR, before setup and bonus; SalesRoads $11,950 per 4 weeks for one SDR |
| Who does the outreach | You | You | The agency |
| How fresh the data is | As of the day it was pulled | Checked when you search or export | Whatever the agency's own tools return |
| Biggest risk | Decay, bounces and consent | The hours your team has to put in | Cost per meeting and meeting quality |
| Best when | One campaign, or a market your tools cover poorly | A founder or rep can run outreach every week | You need meetings this quarter and have no team |
What a "lead" means before you buy one
Vendors use "lead" for three different things, and the price moves from cents to hundreds of dollars between them:
- A contact record. A name, title, company, email and phone number. Lists and data tools sell these.
- A qualified lead. A contact who matches criteria you set, sometimes with a confirmed interest. Pay-per-lead services sell these.
- A meeting. A booked or held conversation with a buyer. Appointment-setting agencies sell these.
Write down which one you are buying, and how it will be counted, before you compare prices.
Option 1: Buy a B2B lead list
How it works. You give a list broker your filters: industry, company size, region and job titles. The broker quotes a record count and a price, then sends a file. Ask what the license allows: one campaign or unlimited use, how many seats, and whether you can load the records into your CRM.
What it costs. Few brokers publish prices. On October 30, 2026, LakeB2B's B2B sales leads page offered a free sample and a quote, and said its lists are verified quarterly. Exact Data's site offered a quote form and no price list. For a sense of what verified emails cost where vendors do publish, our B2B data pricing index read 37 pricing pages on September 1, 2026: the 18 discovery vendors with a computable rate charged $13.00 to $435.29 per 1,000 verified emails on annual billing, with a median of $39.13.
The catch. A list starts aging the day it is pulled, and its records arrive with legal duties you take on, both covered under the risks below. Email marketing platforms can refuse the file too: Mailchimp's acceptable use policy prohibits sending to "purchased, rented, third-party" lists.
When it fits. A one-off campaign such as an event invitation or a direct mail drop, a niche market your tools cover poorly, or postal addresses and phone numbers for channels other than email.
Before you pay. Get a sample from your exact segment, chosen by the same filters as the full order, and run it through the test at the end of this page.
Option 2: Use a data or prospecting tool
A data tool lets you search, see who matches and export only the contacts you need, checked at the time you pull them. Five tools, with prices read on each vendor's site on October 30, 2026:
1. Apollo.io: best for a low-cost start with search and sequences in one seat
Price: Free with 900 credits per seat a year. Basic $49, Professional $79 and Organization $119 per seat a month on annual billing, with 30,000, 48,000 and 72,000 credits per seat a year.
Apollo.io combines a contact database with email sequences, so one seat covers finding people and contacting them. The free plan is enough to judge coverage in your market before you pay. In our 1,000-lead test in March 2026, which compared Apollo.io and ZoomInfo only, Apollo.io matched 78% of emails and 41% of mobile numbers.
2. Cleanlist AI (our product): best for verified leads pulled fresh each week, with the outreach included
Disclosure. We make Cleanlist AI. Its 98% verified email and 85% direct dial figures come from our own 500-lead benchmark, which named no other vendor.
Cleanlist AI gives you AI agents that run your GTM. Clu, Cleanlist AI's GTM agent, finds buyers across 1B+ profiles, gets verified emails and direct dials from 25+ providers, writes and sends sequences, and syncs to HubSpot or Salesforce. Starter is $49 a seat a month, and always-on agents and CRM sync start on Pro at $89.
Type: AI agents over a waterfall of 25+ data providers, with no database of its own. Price: Free plan with 50 credits a month. Starter $49 and Pro $89 per seat a month ($37 and $67 billed annually), Enterprise custom.
Our product
Cleanlist
Cleanlist AI publishes this page. Accuracy figures are from our own benchmark, not a third-party test.
Cleanlist AI: best for teams that want verified leads pulled fresh each week, with the outreach included. Cleanlist AI runs waterfall enrichment across 25+ data providers in sequence and stops at the first deliverable result, at 1 credit per verified work email and 10 per phone number. A missed email or phone number costs nothing. It returns 98% verified work emails and 85% phone numbers on the Cleanlist AI 500-Lead Enrichment Benchmark, which is our own test run on a 500-lead sample. Plans start at $49 per seat a month.
Clu, Cleanlist AI's GTM agent, turns one sentence into an agent that searches 1B+ profiles, enriches and verifies every person it finds, adds them to a sequence and posts each run to Slack, every week or on a CRM trigger.

14 days of Pro, free: 250 credits, 3 seats, agents, Sequences and Clu in Slack.
- Fits when
- You need a work email and a phone number on the same row, verified, not two exports you reconcile by hand
- You want the finished list written straight into HubSpot, Salesforce or pushed to Salesloft, Lemlist rather than downloaded as a CSV you re-upload
- Pairs with
- Your existing sequencer, if you already run one. Cleanlist AI pushes to Salesloft and Lemlist, and its own Sequences run email and call steps
- Your intent or signal vendor, if buying-stage scoring is part of your motion
Cleanlist AI fits when you want each contact checked at the moment you pull it, and the sequence that works the list, in one tool. On Starter, a seat's 750 credits buy 750 verified work emails, about 6.5 cents each, or 75 phone numbers at 10 credits each. It sells no intent data and has no built-in dialer. Start a search in People Search.
3. UpLead: best for paying per contact, with email and mobile in one credit
Price: Essentials $99 a month for 170 credits ($74 a month billed annually), Plus $199 a month for 400 credits ($149 a month billed annually), Professional custom and annual only. A 7-day trial includes 5 credits.
One UpLead credit unlocks one contact with both the email and the mobile direct dial, so the price per contact is easy to work out: about 58 cents on Essentials billed monthly and 44 cents billed annually. Extra credits cost $0.60 on Essentials and $0.50 on Plus. UpLead's homepage advertises 200M+ leads and a 95%+ accuracy guarantee.
4. ReachStream: best for the lowest published paid plan of the five
Price: Free with 100 export credits a month. Starter $29, Pro $49 and Business $79 a month on annual billing, with 60,000, 120,000 and 240,000 export credits a year. Enterprise is custom.
ReachStream's Starter plan is the cheapest paid entry point on this list. Its pricing page shows Starter as 5,000 verified emails or 500 direct dials, without saying whether that is per month or per year or how many credits one contact uses, so ask before you budget on it.
5. ZoomInfo: best for enterprise teams that will also use intent data and org charts
Price: No published price. ZoomInfo's pricing page sends you to sales and says the price depends on features, licenses and credit usage. Vendr's ZoomInfo buyer guide, updated February 2026, reports a median of $33,500 a year across 1,578 purchases, from $7,247 to $156,032.
ZoomInfo is the broadest single platform here, with contact data, intent signals and org charts in one contract. That breadth is hard to justify for a team that mostly needs a list. In the same March 2026 1,000-lead test, ZoomInfo matched 84% of emails and 67% of mobile numbers.
For more providers sorted by how they source their data, see B2B data providers compared. If outbound is new to your team, start with what outbound sales is before you pick a tool.
Option 3: Hire a lead generation agency
How it works. The agency builds the list, writes the sequences, sends from domains it sets up, makes the calls and books meetings into your reps' calendars. You pay a monthly fee per SDR or a retainer, and some agencies add a bonus or charge per meeting.
What four agencies publish, October 30, 2026:
| Agency | Published price | Terms on the page |
|---|---|---|
| CIENCE | $2,000 a month for the campaign team and $499 a month for its platform (75,000 credits), plus $1,750 per offshore SDR or $3,500 per US or Europe SDR a month. A one-time setup fee and a bonus on held meetings, neither priced on the page | Month to month |
| SalesRoads | $11,950 per 4-week period for 1 SDR, $16,750 for 2, $23,500 for 3 | No long-term commitment |
| SalesHive | Custom quote on every plan, with no setup fees and no per-meeting pricing | Month to month or annual |
| Belkins | No published prices. Plans list 30+, 100+ or 200+ appointments a year | Custom terms for enterprise |
What a meeting costs. Divide the monthly cost by the meetings held. For scale, The Bridge Group's 2025 report puts the median in-house SDR quota at 10 held meetings a month.
| Meetings held a month | CIENCE, 1 offshore SDR ($4,249 a month before bonus) | SalesRoads, 1 SDR ($11,950 per 4 weeks) |
|---|---|---|
| 5 | $850 | $2,390 |
| 10 | $425 | $1,195 |
| 15 | $283 | $797 |
The two prices buy different scopes, such as who supplies the data and what the team includes, so compare what is included as well as the number. Ask every agency what counts as a meeting (booked or held, inside your ICP or not), who owns the domains, contacts and sequences when the contract ends, whether you can read every email sent in your name, and what the notice period is. Our lead generation agency guide has the full list of questions to ask before you sign.
The risks: list decay and compliance
List decay
A contact record is a snapshot of where someone worked on the day it was collected, and people move. In January 2026, the median US wage and salary worker had been with their employer for 4.1 years, and workers aged 25 to 34 for 3.0 years (BLS). In August 2026 alone, US employers recorded 5.1 million separations, a separations rate of 3.2% in a single month (BLS). Each move can turn a work email into a bounce and a title into the wrong person.
Three habits keep decay in check: date every record with when it was last verified, re-verify before every send, and prefer sources that check contacts at the moment you pull them.
Compliance
The legal duties travel with the data, whoever you bought it from.
- CAN-SPAM (US). There is no exception for business email. Every message needs a working opt-out, honored within 10 business days, and a valid postal address, and each violating email can cost up to $53,088. Buying the list from someone else leaves you as the sender, and the FTC says hiring another company to send for you does not move the legal responsibility either.
- GDPR (EU). For data you did not collect from the person, Article 14 requires you to tell them where it came from, at the latest in your first message.
- CASL (Canada). Commercial emails need consent, and penalties for the most serious violations reach $10 million for businesses.
- California's Delete Act. Data brokers must register with the California Privacy Protection Agency each year, and from August 1, 2026, they must process deletion requests from its DROP platform at least every 45 days. Ask any list vendor whether it is registered, and how deletions reach lists it has already sold.
How to choose
- Buy a list when the audience is clearly defined, the campaign is one-off, and you will verify the file before anything is sent.
- Use a data tool when you will run outreach every week. Fresh pulls avoid re-buying stale files, and you control the message.
- Hire an agency when a held meeting is worth more to you than the agency's cost per meeting and you have no one to prospect. Work out that value first: at a $24,000 average deal where 10% of held meetings close, each meeting is worth $2,400 in bookings, before your own sales costs.
- Mix them. Use a data tool to own the list, and an agency or a freelancer to run the sending. The contacts stay yours when the contract ends.
To size how many meetings and contacts you need, work back from your target with the pipeline generation math. If you build the list yourself, our B2B lead list guide walks through the steps.
How to test any lead source before you pay
- Ask for 100 to 200 records from your exact segment, pulled with the same filters as the full order.
- Verify every email with a tool you control. Sort the results into valid, catch-all and invalid, and count catch-all as unknown.
- Check 20 people by hand. Confirm on LinkedIn or the company site that each person still holds that title at that company.
- Call 20 numbers. Log right person, wrong person and dead line.
- Ask four questions. Where each field came from, when it was last verified, what the license allows, and how opt-outs and deletions reach your copy.
- Work out cost per usable record, or per held meeting for an agency: the price divided by what passed your checks. For example, 10,000 records quoted at $3,000, of which 70% pass verification, cost about 43 cents per usable contact.
Frequently asked questions
What is the difference between a lead list and a lead generation service?
A lead list is data: contacts you still have to reach. A lead generation service does the reaching, from building the list to booking the meeting, so you pay for the team's time and the meetings it sets.
Are pay-per-lead services worth it?
They can be, if the contract defines a qualified lead precisely: title, company size, region and a confirmed interest. Without that definition, paying per lead rewards volume. Paying per held meeting inside your ICP lines the vendor up with what you want.
Can I cold call a purchased B2B list?
In the US, the FTC says most business-to-business calls are exempt from the Telemarketing Sales Rule. Calls that sell nondurable office or cleaning supplies are covered by most of the rule, though not by its Do Not Call Registry provisions. Rules for mobile numbers and state laws can add requirements, so check before calling at volume.
How often should a lead list be refreshed?
Re-verify before every campaign, and drop any record that fails. A data tool that checks contacts at the moment you pull them saves you from buying the same list twice.
Who owns the leads an agency finds?
Whatever the contract says. Before you sign, ask in writing for the contacts, the replies and the sending domains to be yours when the engagement ends.
How many leads do I need?
Work back from meetings. If 2 in every 100 contacts book a held meeting and you need 10 meetings a month, you need 500 fresh contacts a month. Swap in your own rates once the first campaign has run.
